Job description

The Deputy Head of HR - Resourcing and Learning & Development is a pivotal role responsible for spearheading and executing strategic HR objectives within the areas of Resourcing and Learning & Development. This position is integral to ensuring the delivery of exceptional service user experiences while upholding organisational policies and procedures.

The Position

Key Responsibilities include:

  • Driving strategic initiatives, overseeing day-to-day operations, managing resources effectively, and fostering key internal and external relationships.

  • Lead the implementation and achievement of Resourcing and Learning & Development strategic objectives.

  • Ensure day-to-day performance and quality of deliverables within the designated areas.

  • Coordinate and prioritise the workload of the Resourcing and Learning & Development teams.

  • Manage allocated budgets and resources in adherence to policies and guidelines.

  • Develop and monitor Key Performance Indicators (KPIs) for reporting purposes.

  • Proactively plan service demand to ensure adequate resources are available.

  • Enhance candidate experience and promote the organisation as an employer through recruitment marketing.

  • Ensure compliance with legislation and organisational guidelines.

  • Manage external provider contracts, particularly recruitment agencies.

  • Drive succession planning and talent identification aligned with organisational priorities.

  • Collaborate with the management board to address retention challenges and develop recruitment strategies.

  • Conduct skills audits and training needs analyses to inform Learning and Development plans.

  • Engage with Civil Service initiatives to support learning and development efforts.

  • Lead e-learning initiatives to enhance learning accessibility.

  • Support the development of new recruitment programs such as graduate entry and apprenticeships.

  • Participate in project teams and steering groups related to Resourcing and Learning & Development.

  • Provide coaching and mentoring to senior colleagues to foster professional development.

  • Assist in the development and maintenance of HR planning systems.

The Person

  • Minimum 5 years of recent HR management experience with Resourcing and Learning & Development responsibilities.

  • Relevant academic qualification at minimum Level 8 or CIPD Foundation Level Certificate.

  • Recent, relevant HR/Recruitment experience in an Irish Civil Service or Public Sector organisation.

  • Possess or demonstrate the capacity to quickly develop to a high level the key competencies that have been devised for posts at this level.
